This document dates from October 1936, during the early build-up period of the Kriegsmarine after its 1935 formation. Admiral der Ostsee / Schiffsstammdivision, was connected with Baltic naval organization and personnel training at Kiel. The letter gives insight into how the pre-war Kriegsmarine routed reserve officer candidates into either troop/line roles or administrative/intendance roles. The text makes clear that Töwe wished to continue as a reserve officer candidate with the troop arm, but the Navy decided that his service in the administrative reserve leadership path was equally important and would continue under the approval of Intendantur Kiel.
